Enterpreneurship Development Scheme is an organised effort to meet the challenge of growing un-employment and stagnated growth in the MSME sector. The broad objective of the 11th Five Year Plan under this programme is as under:-

• The department has been registered as VTP for selected NCVT courses.
• Conducting Conventional Training through Developmental Training Centers as per NCVT sylabus
• Arranging Short Term Advance Training in Mainland Institutions
• Conducting of EDP/TEDPs
• In-service training of workers, staff & Officers
• Establishment of A & N Island Enterpreneurship Development Institute
• Organizing Seminars / workshop
• Organizing Study Tours for enterpreneurs and ex-trainees of the department
• Studies/SDR/DPR and feasibility report associating reputed Consultant/NGO
• Establishment of ATDC at Port Blair
• Revision of Curriculum of Conventional Training
• Development of Infrastructure for Skill Develoment
• State share for Central Government Schemes
• Creation of posts
